GOODWIN COLLEGE SECURITY POLICIES AND CRIME STATISTICS
As of September 1, 2009

Each September 1, Goodwin College will publish and distribute its policies and procedures for campus security. Also crime statistics will be reported.

Each year, the policies and procedures will be reviewed and updated if necessary. The crime statistics will be updated every year. The distribution of this information will insure compliance with Section 485 (f) of the Higher Education Amendments (Campus Security Policy and Crime Statistics)

The following definitions are to be used for reporting the crimes listed in 668.47, in accordance with the Federal Bureau of Investigation's Uniform crime Reporting Program. The definition for murder, robbery, aggravated assault, burglary, motor vehicle theft, weapon law violations, drug abuse violations, and liquor law violations are excerpted from the Uniform Crime Reporting Handbook. The definitions of forcible and nonforcible sex offenses are excerpted from the National Incident Based Reporting System Edition of the Uniform Crime Reporting Handbook.

Crime Definitions from the Uniform Crime Reporting Handbook

Murder: The willful (non-negligent) killing of one human being by another.

Robbery: The taking, or attempting to take, anything of value from the care, custody, or control of a person or persons by force or threat of force or violence, and/or by putting the victim in fear.

Aggravated Assault: An unlawful attack by one person upon another for the purpose of inflicting severe or aggravated bodily injury. This type of assault usually is accompanied by the use of a weapon or by means likely to produce death or great bodily harm. (It is not necessary that injury result from an aggravated assault when a gun, knife, or other weapon is used which could and probably would result in serious personal injury if the crime were successfully completed)

Burglary: The unlawful entry of a structure to commit a felony or a theft. For reporting purposes this definition includes: unlawful entry with intent to commit a larceny or felony; breaking and entering with intent to commit a larceny: housebreaking; safecracking; and all attempts to commit any of the aforementioned.

Motor Vehicle Theft: The theft or attempted theft of a motor vehicle. (Classify as motor vehicle theft all cases where automobiles are taken by person not having lawful access even though the vehicles are later abandoned - including joyriding.

Weapon Law Violations: The violation of laws or ordinances dealing with weapon offenses, regulatory in nature, such as: manufacture, sale, or possession of deadly weapons; carrying deadly weapons, concealed or openly; furnishing deadly weapons to minors; aliens possessing deadly weapons; and all attempts to commit any of the aforementioned.

Drug Abuse Violations: Violations of State and local laws relating to the unlawful possession, sale, use, growing, manufacturing, and making of narcotic drugs. The relevant substances include: opium or cocaine and their derivatives (morphine, heroin, codeine); marijuana; synthetic narcotics (Demerol, methadone); and dangerous non narcotic drugs (barbiturates, Benzedrine).

Liquor Law Violations: The violation of laws or ordinances prohibiting; the manufacture, sale transporting, furnishing, possessing of intoxicating liquor; maintaining unlawful drinking places; bootlegging; operation a still; furnishing liquor to a minor or intemperate person; using a vehicle for illegal transportation of liquor; drinking on a train or public conveyance; and all attempts to commit any of the aforementioned. (Drunkenness and driving under the influence are not included in this definition.)

Sex Offenses Definitions from the National Incident-Based Reporting System
of the Uniform Crime Reporting Program

Sex Offenses - Forcible: Any sexual act directed against another person, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent

  • Forcible Rape: The carnal knowledge of a person, forcibly and /or against that person's will where the victim is incapable of giving consent because of his/her temporary or permanent mental or physical incapacity (or because of his/her youth).

  • Forcible Sodomy: Oral or anal intercourse with another person, forcibly and/or against that person's will; or not forcibly against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental or physical incapacity.

  • Sexual Assault with an object: The use of an object or instrument to unlawfully penetrate, however slightly, the genital or anal opening of the body of another person, forcibly or against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental incapacity.

Sex Offenses - Non forcible: Unlawful, non forcible sexual intercourse.

  • Incest: Non forcible sexual intercourse between persons who are related to each other within the degrees wherein marriage is forbidden by law.

  • Statutory Rape: Non forcible sexual intercourse with a person who is under the statutory age of consent.

(a) (1) PROCEDURES

In the event that one of the following offenses occurs, students should report the incident as outlined below:

Murder: The witness should immediately call 911 and try, if possible, to get an accurate description of the offender. School officials should be notified immediately. The witness should cooperate fully with the police.

The school will cooperate to the maximum extent possible with the police in order to prosecute the offender. If the offender is a student at Goodwin College, he/she will be terminated immediately.

Rape: The victim (or witness, if there is one) should immediately call 911. The procedures to be followed are identical to those for murder.

The school will follow the same procedure as for the case of a murder. The school official will try to comfort the victim as much as possible until medical personnel arrive.

Robbery: The victim should immediately notify school officials that a robbery has taken place. They should try to get an accurate description of the perpetrator and, if victim is hurt or bleeding, should call 911. The victim will decide whether or not to press charges if the attacker if apprehended.

The school will attempt to determine who the thief is and get an accurate description of the items stolen. The school's "Lost and Found" department will be checked with the hope that the item was found. The school accepts no responsibility, however, for the missing item. If the perpetrator is a student at Goodwin College, he/she will be subject to disciplinary action, up to and including termination.

Aggravated Assault: The victim should immediately notify school official if assaulted. School official should try to get an accurate description of the perpetrator and, if the victim is hurt or bleeding, school official should call 911. The victim will decide whether or not to press charges if the attacker is apprehended.

The school will assist the victim in any way possible. If hurt or bleeding, they will help until the police and/or medical personnel arrive. If the attacker is a student at Goodwin College, he/she will be subject to disciplinary action, up to and including termination.

Burglary: The victim should immediately notify the school that a theft has taken place. Depending on the item(s) taken and its value to the victim, the victim will decide whether to notify the police or not.

The school will attempt to get an accurate description of the item(s) stolen and try to determine who the thief is. The school's "Lost and Found" department will be checked with the hopes that the item was found. The school accepts no responsibility, however, for the lost item(s). If the perpetrator is a student at Goodwin College, he/she will be subject to disciplinary action, up to and including termination.

Motor Vehicle Theft: The Student should notify school officials that his/her car has been stolen. The student should then call the East Hartford Police to file a report.

The school will see to it that the student contacts the police. If it is determined at any time that the thief is a student at Goodwin College, he/she will be subject to disciplinary action, up to and including termination.

(a)(2) SECURITY OF AND ACCESS TO THE BUILDING

The building will be opened up each morning (Monday through Sunday) no later than 7:30 a.m. (except Holidays.)

Monday through Friday the main building will be locked up no later than 10:15 p.m. On Saturdays and Sundays the school will be locked by 4:00 p.m.

Goodwin House Library will be opened at 7:00 a.m., Monday through Friday and Saturday and Sunday at 9:00 a.m.. Monday through Thursday the Library will be locked no later than 10:00 p.m. Friday thru Sunday and Saturday it will be locked no later than 5:00 p.m.

At those times when the school is not occupied, outside lights remain on to discourage vandalism, graffiti etc. The parking areas are also well lit to deter vandals, thieves etc.

When the school is closed, a light is kept on in the main lobby. Also there is an alarm system that is turned on each evening when the school is locked up for the night.

One security guard and security van is on-site Monday through Friday from 7:00 a.m. to 9:00 a.m. Two security guards and a security van are on duty Monday through Friday from 4:30 pm to 10:00pm. Security staff is on duty whenever school is open on Saturday and Sunday.

The Director of Student Services briefs all new students in the regard to the Security procedures at Goodwin College during Orientation. Also, the Vice President of Administration and Academic Affairs informs new employees of security procedures at the time of hire.

POSSESSION, USE, OR SALE OF ALCOHOL BEVERAGES

The Drug and Alcohol policy is stated on page 27-28 in the college catalog. The manufacture possession, distribution or use of alcohol is prohibited on campus. Any violation will warrant disciplinary actions up to and including dismissal and may result in local state, and /or Federal Criminal Charges.

(a) (10) POSSESSION, USE, OR SALE OF ILLEGAL DRUGS

The Drug and Alcohol policy is stated on page 27-28 of the college catalog. The manufacture possession, distribution or use of illegal drugs is prohibited on campus. Any violation will warrant disciplinary actions up to and including dismissal and may result in local state, and /or Federal Criminal Charges.

(a) (11) DRUG/ALCOHOL ABUSE PROGRAMS

At orientation the Director of Student Services talks of the dangers of drugs and alcohol. Each student is given educational material regarding these dangers and steps that could be taken if the student is in need of help.

(a) (12) POLICIES AND PROCEDURES REGARDING SEXUAL ASSAULT

In the event a sex offense occurs, the victim or witness should immediately notify a school administrator, The physical state of the victim should also be determined, and if medical attention is needed, 911 should be called.

Any evidence should be preserved for proof of a criminal offense. All parties involved will be expected to cooperate with local authorities.

The victim will determine the severity of the offense: he/she will decide whether to notify police or not. At the victim's request, Goodwin College personnel will assist the student in notifying police.

DISCIPLINARY ACTION

The accused and accuser will have a disciplinary hearing with the President and Vice President of Administration and Academic Affairs at Goodwin College. Both the accused and the accuser will have the opportunity to have others present with them during this hearing.

If the accuser pressed charges against the accused and he/she was found guilty of the alleged charges, the accused will be terminated from Goodwin College.

If the charges were such that the police were not involved and charged were not filed against the accused, the sanction imposed by Goodwin College may range from dismissal of all charges ( if Goodwin College feels the charges lacked enough evidence to hold the accused responsible) up to and including termination from Goodwin College.

Both parties will be notified of the outcome of any institutional disciplinary proceeding. It should be noted here that notification does not constitute a violation of the Family Educational Rights and Privacy act (20 U.S.C. 1232g). For the purpose of this paragraph, the outcome of a disciplinary proceeding means only the institution's final determination with respect to the alleged sex offence sanction that is imposed against the accused.
